Senior Project Specialist – OLCF

Overview:

The National Center for Computational Sciences Division (NCCS) at Oak Ridge National Laboratory (ORNL) is seeking a Senior Project Specialist to provide programmatic support for the Oak Ridge Leadership Computing Facility (OLCF). In this role, you will work closely with the NCCS Division Director, OLCF Program Director, NCCS Financial Analyst, OLCF Project Management staff, and others involved with OLCF operations to provide financial insights to the Project Director. Functions will include managing the OLCF budgets, heading the Budget Deep Dive effort multiple times a year, assisting with monthly and quarterly reports due to DOE/ASCR, operational planning, assist with OLCF project plans, integrate financial information from project controls and ERP systems, and other duties as assigned. This project specialist should have in depth knowledge of financial details within the program including where funds have previously been spent, how they are currently being used, and develop strategy with ASCR to help determine future funding and spending.

The ideal candidate should have expert knowledge in all financial aspects involving the Oak Ridge Leadership Computing Facility. This position has a very strong tactical and operational focus.  One aspect of this position is to handle the operational tasks associated with tracking and finance so that the Section Heads, Group Leaders, and Principal Investigators can focus on science and strategic activities. The ideal candidate should be a team player and can achieve work objectives independently, accurately, and successfully with minimal supervision. The ideal candidate should also be highly organized and have experience in supporting the production of various types of documents and reports.

Major Duties/Responsibilities:

  • Coordinate the OLCF budget deep dive and other finance programmatic deliverables for ASCR.
  • Oversee the budget execution for OLCF funding (~$250M annually) consisting of detailed knowledge of current year budget execution and strategizing for future funding and spending across multiple years.
  • Communicate with ASCR on financial matters regarding OLCF funds and spending
  • Assist management with future strategy and plans of the Oak Ridge Leadership Computing Facility to help meet mission need within budget.
  • Oversee monthly and quarterly financial reports due to ASCR working with the NCCS Financial Analyst.
  • Work with Business Operations and assist with ad hoc report requests from CCSD and lab leadership to help develop lab plans and other lab related reports.
  • Consolidate financial reporting from Project Controls and Business Operations to aid OLCF management in decision making.
  • Responsible for the planning, coordination, and final preparation of the program budget.
  • Assist OLCF staff in planning and executing large procurements which frequently occur.

Basic Qualifications:

  • Bachelor’s degree in a business-related or technical field
  • At least 8 years of related experience in project management and planning

Other Preferred Qualifications:

  • Prior knowledge of a national lab financial model
  • Experience in providing reporting, accounting, and the ability to prioritize and meet deadlines
  • Strong interpersonal skills. Ability to work both independently and with all levels of researchers and staff in a team-based environment
  • Aptitude for solving problems and developing and implementing solutions.
  • Knowledge of how a Leadership Computing Facility operates both in daily operations and project planning for future computer procurements
  • Firm grasp of standard business computer software (e.g., Microsoft Office applications, especially Word and Excel; Adobe Acrobat)
  • Experience using SAP and generating reports
  • Experience using Business Intelligence (BI) tools
  • Knowledge of computing lease structures
  • Knowledge of DOE O 413.3b project management
  • Previous experience at a scientific organization, national laboratory, or other research institution.
  • Ability to work with a variety of DOE sponsors and professional scientific staff on a wide variety of complex proposals and reports.
  • Experience in a technical field, technical project support and/or business management.
  • Experience in SAP functions for financial planning and reporting purposes, and an understanding of the ORNL cost model for financial planning and reporting purposes.
  • PMP certification or ability to acquire in the future
